Bolivia update

According to several observers protests are set to begin again over the debate on the hydrocarbon laws. The Miami Herald outlined the issue on Saturday. MABB has two great posts on the politics behind the protests. Here are some recent poll numbers as well.

Mesa seems to still have solid but passive support. Unfortunately, there's little he can do to mobilize his supporters until his opponents come out onto the streets. As for whether he'll veto the Hydrocarbons law, my guess is that he does not veto it unless he has a clear sense of what he wants the Congress to pass. That way he can appear to have a positive, democratic agenda, and blame his opponents when things stall. I still believe Mesa has a long term plan and is not playing it by ear, but some days it's harder to see than others.
