Insulza and democracy

Andres Oppenheimer has an encouraging interview with new OAS Secretary-General Insulza in today's Miami Herald. Insulza once again says that the institutions and style of democracy are important, not just the simple act of elections and staying in power. He's got a tough task in front of him if he wants to pass reforms to back that up.
